Would Porting/bench.pl not include utf8_heavy.pl operations?

I have some code that manages to avoid loading utf8_heavy.pl under some 
circumstances.  When I compare it with code that does load that script, 
the differences aren't as large as I would have expected.  There's a 
reason it's name includes 'heavy'.  Could it be that somehow the 
utf8_heavy.pl isn't getting counted?
