Hi,

Attached is my contribution to modernize the strict.pm module.

The attached patch (a bit corrected) makes regular expression 
more readable, more efficient and more useful for occasional
novice user who  occasionally will read this.

Additional benefit here is lifting extra limitation, which was 
unintentionally introduced by change e3def60 and documented
in https://rt.perl.org/Ticket/Display.html?id=127512
