[SDLperl] sdl_const and gl_const broken

Moin,

I wanted to regenerate the Constants.pm files with (slightly) patched
versions of the aforementioned scripts.

However, they are FUBAR, they don't even run in unpatched version on my
system. Lot's of compiler warnings, pages of preprocessor warnings and
compilations errors. Unfortunately, I am not good at fixing this stuff...
