patch@32028 POD updates for VMS

In vms/perlvms.pod, document how to use the forked Perl debugger, which 
has really speeded up debugging blead for me.

In readme.vms, update the text on socketshr to indicate that build 
option is not likely to work, and is only needed for CMU-IP or VMS 
before 5.5-2.  Also that CMU-IP is not available past VAX/VMS 6.x.
